Driveways vs. garages...
My reading of the "Building and Use Restrictions" which apply to our neighborhood ("Royal Ridge Addition" per the deed records), do not preclude front facing driveways.  
They do, however,  state, in Par. 3  that "No garage, if attached or built onto the house, shall open to the front of any lot, ....nor  shall any garage on a corner lot open to the front of any lot situated across the street".
This is why most of the homes in LJE which do have front facing driveways have garages which must be accessed by turning left or right into them, rather than driving straight ahead from the street  in to them. 
Maybe that turning requirement for front-entry garages is what prompted most of the builders to build easier  rear-entry garages and therefore the home did not need a front facing driveway.  
Whatever...the less front-facing driveways a street has, the more likely that garbage pickup will continue in the alley. Much easier, IMHO.  
And I'm going to make a point of meeting the builder who's getting ready to tear down and re-build on the lot acrss the street from me and make sure he's aware of the restriction on front facing garages.

There is also information in Cathy's link to the City Hall website (not the link to DMN) that explains 2 programs through which Sanitation workers will get one's cans from the back on garbage day, take them to the front and empty them into the truck, and return them to the back:    1. Pack Out- for an additional monthly fee
    2. Helping Hands- free- for a  physically disabled person with no able-bodied person living in their home
Both of these options require applications to the City.  
Actually, this info may also be in the DMN article, but I couldn't open it since I'm not a subscriber...

A lot of neighborhoods around us were much more heavily impacted compared to our own. Part of the decision which streets transition to curb pickup was based on whether the majority of homes on a block have front facing driveways.As we’ve had a number of new homes built in the neighborhood, I’d recommend we put an effort towards ensuring homes are not built with front facing driveways (as that is mandated by our neighborhood’s deed restrictions anyways). This will help prevent more streets in our neighborhood from being transitioned to curb pickup.
