I agree Liza. 

When I was in charge of our  neighborhood watch program , before we had Neighborhood Patrol, the Police Department trained us to reach out to them with anything suspicious like this -don’t hesitate.

It’s also good to call our Neighborhood Patrol -it’s not too late to join ENP if you haven’t yet for the year!! 

We can afford to increase our patrol hours if we have more members.
